1. What is the Means-Tested Care Fee?

When moving into an Australian residential aged care facility, every resident pays the standard Basic Daily Fee (set at 85% of the single basic Age Pension, currently $61.96 per day) to cover meals, cleaning, laundry, and utilities.

However, residents with additional wealth or retirement income are required by Commonwealth legislation to contribute towards the actual clinical and nursing care they receive. This second tier is called the Means-Tested Care Fee (MTCF).

Full Pensioner Exemption

If your loved one receives the full Age Pension and does not own a home or substantial savings, their Means-Tested Care Fee will be assessed by Services Australia as $0.00 per day.

2. How Services Australia Calculates the Fee

Services Australia determines your daily fee by combining two separate assessments: an Income Component and an Asset Component:

Assessment Tier Free Threshold (2026) Assessment Rate
Income Free Area (Single) $34,314.80 / year 50% of income above threshold
Asset Free Area (Single) $61,500.00 17.5% p.a. on assets between $61.5k and $206k; 1% on higher tiers
First Home Capped Value Capped at $206,039.20 Maximum home value counted in asset test

3. Statutory Annual & Lifetime Caps (2026)

To protect Australian families against open-ended, catastrophic healthcare liabilities, the Commonwealth places strict statutory maximums on means-tested care contributions:

Annual Cap (Indexed)
$34,170.83

Maximum you can be charged in any single 12-month period.

Lifetime Cap (Indexed)
$82,010.00

Total combined lifetime cap across all home care and residential stays.

4. How the Family Home is Assessed

The family home is the source of greatest anxiety for Australian adult children. Under aged care law, the family home is treated in one of two ways:

  • 100% Fully Exempt: If a Protected Person (such as a spouse, dependent child, or eligible long-term carer) continues to live in the property.
  • Capped Asset Assessment: If the home is empty or rented, its assessable value is capped at a statutory maximum of $206,039.20 — even if the real market value of the property is $2,000,000+.

5. Legal Strategies to Reduce Your Fee

Accredited aged care financial advisers use several legitimate statutory mechanisms to optimize cash flow and minimize means-tested fees:

  1. Payment Mix Structuring: Balancing RAD lump sum payments against DAP rental to manage assessable assets.
  2. Aged Care Annuities / Complying Income Streams: Certain complying life annuities receive concessional asset assessment rules under Centrelink formulas.
  3. Gifting Within Statutory Allowances: Maximizing the $10,000 per financial year ($30,000 rolling 5-year) gifting allowance prior to formal assessment.
